We are pleased to announce that the Policy Insights Forum (PIF) has appointed Dr. Philippe Lagassé as Director of Policy Publications and Defence Research, as well as a member of the PIF Advisory Board. Dr. Lagassé is a well-respected and recognized figure in the realm of international affairs and brings a wealth of expertise and insight to PIF.

As the Associate Professor and Barton Chair at the Norman Paterson School of International Affairs, Dr. Lagassé’s research interests are deeply rooted in Canadian defence policy and procurement, governance, and civil-military relations, with a keen focus on Canada-United States defence relations. His work is crucial in understanding the nuances of these complex relationships.

Currently, Dr. Lagassé is engaged in several significant research projects. One explores executive power and legislative-executive relations in Westminster states, particularly in foreign and defence affairs. This study offers a unique perspective on the balance of power and decision-making processes in these nations.

Additionally, Dr. Lagassé is a co-author of a forthcoming book on legislative oversight of military affairs. This work promises to be a pivotal resource in understanding the oversight mechanisms in military operations. He is also part of a new project examining defence ministries from a comparative standpoint, offering insights into how different nations manage and govern their defence sectors.

A major focus of Dr. Lagassé’s research is on the concept of executive power in Canada, Australia, New Zealand, and the United Kingdom, viewed through the lens of the royal prerogative. Funded by the Social Science and Humanities Research Council of Canada, this primary research project is set to contribute significantly to our understanding of executive authority in these countries.

Dr. Lagassé’s contributions to academia are substantial. He has published extensively in high-ranking academic journals and is the co-editor of Canadian Defence Policy in Theory and Practice, Volumes 1 & 2. His work is recognized as influential and informative in the field of defence policy.

Beyond his academic achievements, Lagassé is an active participant in policymaking and review processes. He served as a member of the Independent Review Panel for Defence Acquisition from 2015 to 2022 and was part of the Independent Review Panel evaluating options to replace Canada’s CF-18 fighter aircraft from 2012 to 2014.

Philippe Lagassé’s appointment at PIF is a testament to his exceptional skills and expertise in the field of defence and policy research. His contributions are expected to significantly enhance the PIF’s research and policy publications, offering valuable insights and perspectives on critical defence and international affairs issues.
