Summit Purpose and Background

Why are we running the Summit?

The aim of the Summit is to bring together Western political, military, and industry leaders to discuss the convergence of digital and cyber technologies and their effect on NATO, the Five Eyes Community and national defence and security of the participating countries.

The Policy Insights Forum (PIF) and the Canadian Defence Review (CDR) are collaborating to bring together key Allied government and military decision-makers and defence industry leaders to facilitate a timely discussion in an era marked by strategic competitors (Russia, China) and disruptive technologies which are transforming the geopolitics of liberal Western Democracies.
Since no nation or organization has complete dominance over cyberspace, it is critical for international peace, security, and economic stability to bring together prominent and influential leaders to address emerging threats to the Transatlantic region and beyond as well as within the cyber domain.

Date and Timing

The Summit will take place over two days, from Wednesday, November 17 to Thursday, November 18, 2021, from 9:00 AM to 12:00 PM (EST) each day. The Keynote Statement by Mircea Geoană, NATO Deputy Secretary General, will take place from 9:15 to 9:30 AM (EST) on the morning of November 17 and the Special Opening Statement by Goldy Hyder, President and Chief Executive Officer of the Business Council of Canada, will take place from 9:15 to 9:30 AM (EST) on the morning of November 18.
The specific time slots allocated for the Speakers are from 09:35 to 10:25 AM (EST) for both days. This will be followed by the Speakers’ participation to the Roundtables, which will take place from 10:30 to 11:35 AM (EST).

Venue

The venue is hybrid, both online and in-person to be broadcasted from Ottawa, Canada.
The specific location of the in-person event will be held at the Hilton Hotel Ottawa Downtown main conference room (361 Queen Street, Ottawa, Ontario, K1R 0C7, Canada).

Theme and format

What is the format of the Summit?

The Summit is designed to feature a Keynote Speaker, a Special Opening Speaker, and a Roundtable of prominent Allied political, military, and industry leaders.
Each Speaker is given ten minutes to make opening remarks to be followed by an interactive Roundtable discussion.

Q&A section?

Questions will be prepared in advance and will be forwarded to the Speakers.

What is the theme for the session?

The theme of the Summit is the Digitalization of Defence and Security. The Summit’s aim is to encourage greater Allied government collaboration through better defence, security, digital and cyber cooperation to meet tomorrow’s strategic challenges.

Target Audience Description

We are looking to attract a wide audience composed of people from government, industry, military, and academia.

• This will include at a political-level, ministerial staff and at the ministry-level, deputy ministers, assistant deputy ministers, director generals, directors, and policy analysts.
• At the military-level, this would include general staff officers, as well as cyber and digital security military experts.
• Regarding industry-level attendance, we expect participation from C-suite-level executives, vicepresidents, and senior company directors.
• In addition, attendance will also include think tanks, academic institutions, and government-operated learning institutions.

We anticipate an audience of 300 to 400 senior-level individuals.
The event is public to facilitate a wider discussion, but subject to appropriate registration approvals and screening.

Media

The pre-event publicity includes publications about the Summit in the Canadian Defence Review (CDR), which is the co-organiser of the event.

Social media publicity will be through LinkedIn publications and postings as well as on the websites of CDR, the Policy Insights Forum (PIF) and Samuel Associates. We will also be sending out personal invitations and emails to our Policy Insights Forum followers and other networks.
The event is under the Chatham House Rule. It is open to the public through a preapproved-registration portal to ensure that the identities of the individuals or organizations registered are verified and eligible to participate.

Support to a culture of diversity and inclusion

The Summit Guest Speakers come from different countries to represent the various points of view on the digitalization of defence and security in today’s world. We have invited Speakers who represent a reasonable balance in gender representation to speak at the Summit.
We will endeavour to express wherever possible a positive commitment to promote a culture of diversity and inclusion in the Summit format and registered attendees.
We are working within the Government of Canada’s guidelines for Gender-based Analysis (GBA+), an analytical process used to assess how different women, men and gender diverse people may experience policies, programs, and initiatives.

How is the Summit funded?

The Summit is partially funded by a grant from NATO as well as contributions from defence industry sponsorships. Additional funding is provided by Samuel Associates/PIF and CDR.
